Where it appears on the bill

A Hillsborough County tax bill has two halves. The top is Ad Valorem tax — county, school and library millage applied to your assessed value. Below it is a separate block headed Non-Ad Valorem Assessments: flat charges levied per parcel rather than by value. A CDD assessment sits in that lower block, which is why it does not move when your assessed value does.

The two parts of a CDD charge

Debt service
Repays the bonds that built the district’s infrastructure. It runs for a fixed term set when the bonds were issued and then ends. Some owners pay it off early; where that has happened, the line is already gone from the bill.
Operations & maintenance
Funds the upkeep of what the district owns — ponds, common landscaping, the amenity centres. It is set annually by the district board and does not end.

Not the same as HOA dues

Homeowners’ association dues are billed by the association, not by the county, and never appear on this bill. A home here can carry both.
